Prime Minister Tshering Tobgay of Bhutan is certainly an inspirational visionary, (0:55-4:14) a charismatic/value-based leader when he talks of his country’s lifetime promise to be carbon negative, the first country in the world to set out this goal at COP15 at the UN climate summit 2009, and then heard at COP21, in Paris. Bhutan’s retired King had made great constitutional pledges toward governing by way of the Gross National Happiness Index (human-oriented leadership scale), concerned with preserving their unique culture, social equity, environmental conservation, and democracy as a priority.
Using transformational leadership focusing on end results, carbon negative, they have guided a path to sustainability, social equity, happiness, and environmental conservation. They began by developing hydro from rivers then began funding electricity to farmers, so they no longer need to use wood for cooking or heating in order to stay as carbon negative as possible. Surplus, electricity is sold to other countries offsetting the other's carbon footprint as well. They also fund universal health care, education, subsidize electric cars, and plant trees. 72% of Bhutan is a forested canopy with connecting corridors for wildlife to flourish. These goals provide Bhutan with a moral responsibility written in the constitution, providing altruistic values for its people and leaders.
